A UK office does not make a lawyer qualified to handle Spanish law. What qualifies a lawyer is registration with a Colegio de Abogados (the regional bar association) and, for a client who does not speak Spanish, fluent English.

The Solicitors Regulation Authority’s own “Qualified lawyers” page defines a qualified lawyer as someone who holds a professional legal qualification conferring rights to practise “in England and Wales or in another jurisdiction.” Solicitor status is jurisdiction-specific: it authorises England and Wales work and does not extend to Spanish law on its own. Do You Have to Travel to Spain to Use a Spanish Lawyer?
