How to Register Your Empadronamiento in Spain

Register your empadronamiento with the town hall that covers your address. The documents and appointment process vary by municipality, and some non-EU residents must renew every two years.

Questions

Common questions

What is empadronamiento and what is it for?
Empadronamiento is registering your address on Spain's padron municipal, the register every town hall keeps of who lives in its area, under Ley 7/1985 articles 15 and 16.1. It proves your residence and habitual address in that municipality, and the resulting certificate is commonly requested before other registrations, from opening a bank account to enrolling a child in school.
Can a lawyer register your empadronamiento for you?
Yes. A solicitor, lawyer or attorney already handling your immigration case registers your empadronamiento as part of that engagement. A reader who only needs empadronamiento handled on its own, with no wider case open, should see registering without a lawyer instead.
How much does empadronamiento cost?
It varies by town hall, and no national fee schedule sets one figure. The Ajuntament de Barcelona's own procedure page prices its padron registration at zero, with a maximum three-month statutory window to respond and an email confirmation after about seven days once your documents are correct. Check your own ayuntamiento's page before assuming Barcelona's figure applies to you.
Do you need to register your empadronamiento before applying for a TIE card?
Not as a stated legal requirement: no national statute names empadronamiento a formal precondition of a TIE application. The padron certificate is the standard way to prove your address, so completing it early is the standard practical sequence. The TIE card in Spain covers the application itself.
What is the difference between empadronamiento and a TIE?
Empadronamiento is local address registration with your town hall, proving where you live in Spain under Ley 7/1985. The TIE, tarjeta de identidad de extranjero, is a separate document: the residency card itself. The TIE card in Spain covers what the TIE is and who needs one.
Can someone else register your empadronamiento on your behalf?
Yes, through a power of attorney. A power of attorney granted before a foreign notary needs legalizacion or an apostille before it can be used in Spain, according to the Consejo General del Notariado. Power of attorney in Spain covers how that document is drawn up.
What's the difference between a padron certificado and a volante?
They are two different documents under Real Decreto 1690/1986. The certificado carries the status of a public and authoritative document for every administrative purpose, under article 53.1; the volante, under article 61, is a purely informative document exempt from the formalities a certificacion requires. The Ayuntamiento de Madrid's own page confirms a certificate can be submitted anywhere a volante is asked for; it does not state the reverse substitution.
Do you need to renew your empadronamiento registration?
Only in some cases. Ley 7/1985 article 16.1 requires non-EU foreign nationals without long-duration residence to renew their registration every two years, and lets a town hall declare it expired without a prior hearing if it is not renewed. INE's own instructions to town halls state that renewal is not automatic: it requires an express request from the resident or their representative. EU, EEA (Norway, Iceland, Liechtenstein) and Swiss nationals are exempt, as are non-EU residents who already hold long-duration residence or a family-member residence card as an EU national's relative.
